Since 2013-2014 school year, California schools are being funded, using the Local Control Funding Formula (LCFF).

Districts and Charters schools are now funded equally, using the same formula. With this new funding strategy, schools are more flexible in how to allocate funds (it is not earmarked); but each school needs to develop a Local Control Accountability Plan (LCAP). The LCAP is an accountability plan that aligns the school’s financial resources with its educational goals in the Eight State Priority Areas adopted by the State Board of Education. Each school define goals for the next 3 years (starting with 2014-2015 school year) and explains how priorities are set when developing its annual budget to enhance students performance by providing additional services to all students, including English Learners, students eligible for Free and Reduced-Price Meals and Foster Youths.
